Overview
For almost two decades, attorney Melissa Borrelli has provided health care clients with innovative and practical solutions to the legal, regulatory, and policy issues they face.
Among Melissa’s broad array of clients are payors, health systems, providers, and other entities in the health care, managed care, and health plan industry, such as psychological, dental, vision, chiropractic/acupuncture, employee assistance, and other specialized plans; commercial plans; discount plans; and government-based health plans, including Medicaid, Medicare, and Marketplace.
Clients turn to Melissa for advice on compliance and regulatory affairs, auditing/operational assessment, enterprise risk management, digital health, telemedicine, contracts, due diligence, fraud and abuse, public policy, and privacy and information security issues. She also counsels clients on health care and privacy compliance regulations, processes, and programs and has been certified by the Health Care Compliance Association (HCCA) in both Healthcare Compliance and Healthcare Privacy Compliance. In addition, Melissa is experienced in health care discrimination law, federal and state mental health parity requirements, and transactional matters, including corporate governance, mergers and acquisitions, and reorganization.
Health plans and risk-bearing providers also seek Melissa’s guidance on licensing, contracting, and other issues concerning managed care laws and standards, such as the California Knox-Keene Act, the Welfare and Institutions Act, the federal Affordable Care Act, the Public Health Service Act, and National Committee for Quality Assurance accreditation standards.
Melissa brings to her practice both a legal and operational perspective, which she gained from her experiences in the private and public sectors. She previously worked in the health care consulting practice at an international tax and accounting firm and was in-house counsel at a California health plan. She also served as an attorney with the California Department of Managed Health Care and completed a graduate fellowship at the California Health and Human Services Agency. In addition, Melissa spent eight years teaching health and insurance law to graduate, undergraduate, and paralegal students at multiple universities and colleges across Northern California and co-authored the American Health Law Association’s Managed Care Contracting Toolkit.
Before joining EBG Advisors and its affiliate, Epstein Becker Green, Melissa was co-chair of the Health Care Group of a national law firm.

- Advised a health plan and a Northern California-based independent practice association on their merger and sale to a population health management company. Melissa and her team successfully navigated the client through multiple transactions to combine strategic corporate transactional structures, avoiding significant regulatory risks at both the federal and state levels and securing regulatory approval from the California Department of Managed Health Care.
- Guided multiple organizations, some from start-up, through the arduous process of health plan licensure and compliance and obtaining contracts with the Centers for Medicare & Medicaid Services, California Department of Health Care Services, and Covered California.
